Get the cheapest monitor you can find an try hooking it up to your computer so you can know if the problem is with the monitor or the computer.

Looks like you will need a new monitor.. What are the symptoms before shutting the PC down?

Well if u have a graphics card reinstall the drivers. If u dont have one reinstall the drivers for the mobo. If this does not work get a new graphics card or mobo.

If the noise is in the MOBO, then the Vidcard's fan bearing(If it has a fan) might be kaput and causing random restarts or freezing from overheating.
Other things to concider.. are all the fans clean and free from blockage?.. IE. the PSU (Power supply Unit), CPU (Computer Processor Unit).
I would bank on the Vidcard fan if it is a PCI or AGP card.. Like the GForce2 200 MX or the GF4 400's.. all of the 95-800's have fans. Check which one you have and make sure that all fans are turning

I learned quite a bit from there plus the internet is a great place to search for answers.
