Why cant you lead with a scale in the root note over different chord progressions? sometimes a scale will sound good over lets say A, G, E, but not over A, B, D. do you have to change scales over different progressions?

Yes... Different chord progressions suggest different scales. In order to know which scale may be best suited for a particular chord progression, you need to know how each scale can be harominized into various chords.
