They are a major chord, minus the III. In other words, chords are made of the I, III, and V of the major scale. In the key of C they would be C (I), E (III), and G (V). If you play the root, or the I, (C) on the low E string at the 8th fret and the V (G) on the A string at the 10 fret you are playing a 'C' power chord.

Power chords are the basic rock sound - full up distortion, full up volume BAM! Short, to the point, and most definitely rockin. If you hear a song with lots of very rapid playing of a few chords in sequence, then they are probably power chords (listen to Blink 182's all the small things and Supergrass' Caught by the fuzz). They are so easy to use (when you get the hang of keeping the shape intact when you slide) and so versatile (move it all over the board) which is why you need to learn the shape. Only problem with them is the lack of 'fullness' - like Sixstring said, Its a major (normal) chord minus a note, so they dont sound too good on an acoustic :(
